With the exception of the initials “USN,” the insignia of grade worn by Petty Officers Second Class (E-5) as a cap device is identical to the one authorized for wear by female enlisted personnel on the Female Enlisted Combination Cover. When worn on the Garrison Cap, the device is placed following the same guidelines Chief Petty Officers use for their fouled anchor devices—it is placed so that the center of the device is two inches from the cap crease in front and one-and-a-half inches from the cap’s bottom.
This device is also authorized for wear on the Navy Ball Cap and the Eight Pointed Cap issued with the Navy Working Uniform Type I (which has a wear-out date of 30 September 2019). On the Ball Cap, the insignia is centered on the front of the cap about 1.5” above the visor; the insignia is worn only on Eight Pointed Caps that do not have the Anchor, Constitution, and Eagle (ACE) logo embroidered above the visor.
Petty Officers Second Class whose last twelve years or more of cumulative service has been worthy of a Good Conduct award may wear this insignia with gold chevrons in lieu of the standard silver rate insignia.
Subdued cap rank insignia are worn by Navy personnel serving in Marine Corps units and wearing a Marine utility uniform, including the MCCUU (Marine Corps Combat Utility Uniform). Navy personnel serving with Army units may wear subdued, pin-on cap rank devices with the Boonie, Patrol Cap, or on the Kevlar helmet camouflage.
