The 3rd Personnel Command Shoulder Sleeve Insignia (unit patch) was first worn in November 1990, nearly a year before the Command was activated in Jackson, Mississippi. It was an echelon-above-corps organization created to handle the flood of personnel-related issues that would ensue following the launch of Operation Desert Storm. At some point, 3rd Personnel Command was either inactivated or redesignated as the 3d Human Resources Sustainment Center.
Three red rings in a black shield with red border stand for the interrelated personnel functions that were handled by the Command to support individual Soldiers, who are represented by the silver point-up sword and are referenced specifically (“SUPPORTING THE SOLDIER”) on the Command's Distinctive Unit Inisignia (DUI). The number of rings is also an allusion to the numerical designation of the organization.
