The Distinctive Unit Insignia of the 3rd Personnel Command was approved on 1 November 1990, nearly ten months before the Command was activated in Jackson, Mississippi on 16 September 1991. A component of Third Army, or United States Army Central (ARCENT), the 3rd Personnel Command was an echelon-above corps to handle the processing and documentation of replacement troops, casualties, and other personnel-related issues that were expected to mushroom during the anticipated but yet to be announced Operation Desert Storm. The 3rd Personnel Command is now known as 3rd Human Resources Sustainment Center and is based in Jackson, Mississippi.

3rd Human Resources Sustainment Center’s various responsibilities are encapsulated by its motto, “Supporting The Warriors,” and are reflected in the design of its Distinctive Unit Insignia (DUI), also known as a unit crest. The scarlet field and dark blue border use the colors of the Adjutant General’s Corps, responsible for recruitment of new personnel and providing services related to mail and financial matters.
An upright, unsheathed sword symbolizes both the U.S. Army and the individual Soldier served by 3rd Personnel Command. Three interlocking rings interlaced by the sword are an allusion to the activities and missions of the command that directly affect Soldiers; the number of rings is also a reference to the Command’s numerical designation.Distinctive Unit Insignias are worn by all Soldiers (except General Officers) in units that have been authorized to be issued the device.
It is worn centered on the shoulder loops of the Army Green Service Uniform (AGSU) and the blue Army Service Uniform (ASU, Enlisted only) with the base of the insignia toward the outside shoulder seam.
