Manufactured to U.S. Navy specifications with authorized fabric and available in two sizes to ensure an appropriate fit, this black four-in-hand tie is worn by male Navy Officers and Chief Petty Officers with the Full Dress Blue and Service Dress Blue uniforms. It is also authorized for wear by male members of the Commissioned Corps of the U.S. Public Health Service, the National Oceanographic and Atmospheric Administration (NOAA), and the U.S. Merchant Marine, all of which follow U.S. Navy uniform regulations regarding its proper wear.
Three types of knots may be used for the black Navy necktie: Windsor, Half-Windsor, and four-in-hand. The top of the knot should be parallel to and just above the top of the closure of the shirt collars so that it covers the shirt button; the bottom of the tie should reach to within one inch of the top of the belt buckle (and the buckle should never be covered by the tie).
Regulations allows for the wear of clip-on four-in-hand ties for those who prefer the convenience they provide or who might lack the manual dexterity to properly knot a tie.
