Our Coast Guard Combination Cap for Flag Officers (O-7 to O-10) features the USCG Officer’s cap device—a gilt spread eagle bearing a shield on its chest and clutching a fouled anchor in its talons—and a pair of oak leaves embroidered in brilliant gold bullion on both sides of the felt-covered visor. The device is attached to the mount of the gold hat band. Also called a Combination Hat, the Combination Cap is a required sea bag item and is authorized for wear with almost every Coast Guard uniform.
Although it falls under the jurisdiction of the Department of Homeland Security rather than the Department of Defense, the United States Coast Guard is sill considered one of our nation’s five Armed Forces. But with just 43,000 active-duty personnel for Fiscal Years 2015 to 2017, it is by far the smallest by far of all of them, which means that the number of Coast Guard officers in the grades O-7 to O-10 is tiny in comparison to the other four branches.
In 2017, there were just 38 Rear Admirals, which includes both lower- and upper-half ranks (O-7 and O-8 respectively). The Coast Guard Authorization Act of 2015 authorized an increase in the number or Vice Admirals (O-9) from four to five, and also conferred a four-star rank (O-10) on the office of Vice Commandant. On 16 June 2016, Vice Commandant Charles Michel was promoted to the rank of Admiral, marking the first time in its history that the Coast Guard had two officers with a four-star rank serving at the same time.
