A spread eagle facing to its right with a blue “A” mounted on its breast serves as the insignia for two elected Coast Guard Auxiliary offices: District Chief of Staff (DCOS) and District Captain (DCAPT). Blue is used for the Auxiliary initial to indicate the office insignia represents is an elected rather than appointed one.
One DCOS is elected for each district/region and serves as second to the District Commodore, supervising District Staff Officers and District Directorate Chiefs and exercising oversight of the management and administration of Auxiliary programs at the district/regional level. A minimum of two District Captains are elected for each district (except Districts 14 and 17, which have only one); they report to the District Commodore, supervising Division Commanders and Auxiliary Sector Coordinators and working closely with Auxiliary Unit Coordinators to ensure communication and coordination between Auxiliary and Coast Guard units.
The coat device is authorized for wear on the epaulettes of the Trench Coat, Windbreaker, and Raincoat. Orient the device so that the eagle is facing forward and the bottom of the device is parallel to and 3/4-inch from the epaulette’s shoulder seam.
