The insignia for Flotilla Vice Commander—a single silver bar with a blue "B" upon it—is clearly inspired by the insignia worn by O-2 Officers in the Navy and Coast Guard (Lieutenant junior grade) and in the Army, Air Force, and Marines (First Lieutenant). This pin-on metal rank insignia is worn on blue overcoats and raincoats, windbreakers, and the trench coat; it is placed on the epaulettes of these outer garments so the letter “A” faces outboard and the outermost insignia edge is three-quarters of an inch from the epaulette’s edge.
