The normal paths to appointment to the Chief Warrant Officer specialty of Aviation Engineering (AVI) are through the Aviation Maintenance Technician and Avionics Electrical Technician ratings, which is reflected in the fact that AVI CWOs serve as either aircraft maintenance officers or as project officers in charge of aviation systems integration. Regardless of the rating in which they previously served, all Aviation Engineering Warrant Officers must be able to perform the duties of an Aircraft Maintenance Officer as listed in the Coast Guard’s Air Operations Manual (COMDTINST M3710.1).
Aviation Engineering CWOs serving as maintenance officers or as assistant aviation engineering officers are responsible for all phases of aircraft maintenance, from planning and scheduling to providing information and technical advice on the operational parameters of aircraft power plants, airframes, accessories, avionics, and related equipment. They also direct and oversee the maintenance, service, repair, overhaul, inspection, modification or alteration, and/or adjustment of airframe, power planets, accessories, avionics, and other aviation equipment.
When serving as aviation systems project officers, they use their technical expertise to develop solutions to impedances to achieving aviation capability requirements and certify that integrated electronic and avionics systems conform to both FAA and DoD regulations (and national policies). This includes finding methods to ensure legacy systems are in alignment with Department of Homeland Security Common Operation Picture (COP) requirements.
