Coast Guard uniform regulations require Officers and Enlisted members to wear only embroidered, sew-on collar rank insignia on the Operational Dress Uniform. Worn year-round, the Operational Dress Uniform is far and away the most common uniform of the day, and its wear is permitted while traveling on Temporary Duty.
To attach he Coast Guard Ensign sew-on rank insignia in the proper location on the collar, orient the long axis of the gold bar so that it’s tilted inboard at a roughly 45-degree angle. Imagine a line equally bisecting the collar point, then center the gold bar on that line with the bottom of the insignia 1-1/8th inch from the collar point.
