The enlisted grades of E-8 Senior Chief Petty Officer and and E-9 Master Chief Petty Officer were established by Congressional legislation in 1958. To be promoted to the E-8 grade, Chief Petty Officers must have spent at least four years at E-7 and have accumulated at least ten total years of service. On 1 November 1958 promotions were announced with an effective date of 16 November 1958.
Senior Chief Petty Officers (SCPO) are, by definition, a rare breed in the Coast Guard: just 2.5 percent of the service’s enlisted personnel are allowed to serve in this grade at any given time.
