In the E-9 grade, Coast Guard Master Chief Petty Officers (MCPO) represent the service’s most senior Noncommissioned Officers, serving either as the most advanced technical experts in a given field or as the Senior Enlisted Leader advising and assisting the Commander on all issues affecting the service’s enlisted cadre. All Coast Guardsmen in the E-9 rating except one wear this MCPO insignia featuring two stars on the anchor’s stock; the position of Master Chief Petty Officer of the Coast Guard (MCPOCG), though in the E-9 pay grade, has three stars on the stock to reflect the unique nature of the billet.
Not every E-9 MCPO must own the uniforms with which cuff links are worn: Only the MCPOCG and Master Chiefs serving as Gold Badge Command Master Chiefs are specifically required to own the Formal Dress Blue and Dinner Dress Blue (or White) Jacket uniforms. But let’s just say that a Master CPO who is invited to a white-tie function and opts not to wear cuff links with the Pleated or Formal White Shirt would be noticed for less-than-desirable reasons.
