Created in 2013 largely as a response to some of the deficiencies in the Coast Guard’s response to the 2010 Deepwater Horizon disaster in the Macondo Prospect in the Gulf of Mexico, the Marine Safety Specialist Response (MSSR) Chief Warrant Officer specialty draws entrants from four USCG ratings: Boatswain’s Mate, Damage Controlman, Machinery Technician, and Marine Science Technician. MSSR Chief Warrant Officers are the Coast Guard’s primary technical experts in the areas of pollution response and emergency preparedness. The Guard appointed its first CWOs in this specialty in the Spring of 205.
MSSR Chief Warrant Officers wear shoulder boards displaying their rank, specialty mark, and a Coast Guard shield on the male and female versions of the Dinner Dress White Jacket uniform and the Full, Dress, and Service White uniforms. MSSR CWOs also wear shoulder boards on Light Blue long- and short-sleeve shirts and women’s overblouses, sweaters (Cardigan and Wooly-Pully), Bridge Coats, and Reefer Coats (still authorized but no longer for sale).
