Appointed from Guardsmen who have reached the pay grade of E-6 in the Yeoman (YN) rating and have placed in the top half of those eligible for advancement to E-7 because of their score on the Servicewide Examination, Personnel Administration Warrant Officers serve at the unit and organizational levels. At the unit level, they are senior advisors to commanding officers; as branch chiefs, division officers, and department heads, they supervise and guide Yeomen to facilitate the efficient dissemination of information regarding career planning, leadership initiatives, and professional development options for both enlisted Guardsmen and officers. At the organizational level, their expertise in policy and procedures is put to work as they serve as force managers, program heads, and assignment officers.
Well-versed in all aspects of Coast Guard life, Personnel Administration specialists are able to offer one-on-one counseling covering almost any topic from military justice, servicemember rights, uniform regulations, training, and evaluations to incentives, pay, benefits, morale, well-being, decedent affairs, loans, and even the weight program (this is not an all-inclusive list of their areas of responsibility, by the way).
In addition, they oversee and administer federal travel regulations related to transportation, travel orders, mandatory training, shipment of household/personal goods, and claims investigations for damaged or missing items. They also act as Executive Officers of enlisted Guardsmen at large sectors as well as at Personnel Services and Support Units (PSSUs).
