The grade of E-8 was not established until 1 June 1958 when Congress amended the Career Compensation Act of 1949 to encourage CPOs and their equivalent Noncommissioned Officers to remain in service so that might pass along the types of knowledge and insights only acquired through hands-on experience. The amendment also created the E-9 pay grade, which became Master Chief Petty Officer in the Navy.
