The coat rank devices worn by Petty Officers Third Class (E-4) employ the same insignia used for the Garrison Cap, a perched eagle with spread wings just above the single chevron that indicates the wearer’s rate.
Measuring 1-1/4 inches in height, these insignia are worn on the collars of the single-breasted All Weather Coat; on the double-breasted All Weather Coat and the Black Relax Fit jacket, they are worn centered on the epaulets, with the bottom of the device about 3/4-inch from the epaulet’s squared end. When worn on coat collars, they are oriented so that the eagle is facing inward; they are positioned so that they are facing forward when worn on the epaulets. Sailors who have qualified for gold service stripes may wear the "Good Conduct" version of this insignia, which has a gold chevron," with the Black Relax Fit jacket and the Navy Coveralls.
E4-E6 personnel shall wear anodized (highly polished) 1-1/4 inch collar devices (article 4331.2c) on the collar of the blue single-breasted all-weather coat. On the double-breasted all-weather coat and black relaxed fit jacket, wear metal rank insignia (approximately 1-1/4 inch) on each epaulet centered from side to side with the bottom edge of the device approximately 3/4 inch from the squared end of the epaulet.
