The 351st Civil Affairs Command was established originally as the 351st Civil Affairs Area in the Army Reserve and activated at Mountain View, California. It was reorganized and redesignated with its current title less than a decade later, on 1 June 1975. As of Autumn 2023, the Command is headquartered at Mountain View, California and has been assigned Civil Two Affairs brigades, the 358th and 364th, headquartered in California and Oregon respectively, as well as the 7th Psychological Operations Group (Airborne).

The 351st Civil Affairs Command Distinctive Unit Insignia was originally approved for 351st Civil Affairs Area (A) on 18 October 1971 and was given its currents designation on 14 October 1975. Its purple scroll and flame and the white sword blade and hilt embody the branch colors of the Civil Affairs branch. A gridlined globe in the center reflects the worldwide capabilities of the organization.
A torch recalls the Statue of Liberty and the unit motto, “Born of Freedom,” while the scroll symbolizes the application of law in Civil Affairs activities and the application of coordinated plans. The sword denotes the ability to access military support to re-establish civil government, and the oak leaves on the right and left stand for courage and strength of purpose. The unit’s numerical designation can be derived from the combination of scroll/globe/torch (3), the number of flame tips (5), and the upright sword position (1).
