Approved on 25 October 1977, the Shoulder Sleeve Insignia (SSI) for the 352nd Civil Affairs Command uses the Civil Affairs branch colors of purple and white to render a sword and a scroll, two of the main images from the branch insignia. The cross bottony behind the those items is a reference to the state flag of Maryland; the 352nd is headquartered at Fort Meade, Maryland. “NON ENSE SOLUM,” the Command’s Latin motto, translates “Not by the sword alone” and highlights the critical role of Civil Affairs throughout any type of military intervention or contingency operation abroad.
The 352nd was constituted in the Army Reserve on 31 January 1966 as the 352nd Civil Affairs Area; it received its current designation in 1975. Prior to the First Gulf War, five detachments of the Command were ordered into active service in December 1990, with the remainder following suit on 25 January 1991; they reverted to Reserve status in June. The entire Command was also ordered into active service from July 2005 to July 2007, and additional elements were also called up at various times for service in the War on Terrorism.
