According to U.S. Army Patches, Flashes and Ovals: An Illustrated Encyclopedia of Cloth Unit Insignia by Barry Jason Stein, the U.S. Army Reserve Readiness Command Shoulder Sleeve Insignia (SSI) was approved on 14 September 1998. The red, white, and blue of the color patch are the national colors and represent the commitment and readiness of the Army Reserve to uphold the principles of freedom upon which our country was founded.
An upright gold sword resting upon a red pale is a symbol of military preparedness, while the blue key and quill pen that flank it emphasize the organization’s mission: Improving and maintaining mobilization readiness for all United States Army Reserve Units.
