In 2008, the Coast Guard announced that it was dis-continuing the Chief Warrant Officer Specialty of Port Safety & Security as part of its plan to expand its maritime enforcement scope with the new Maritime Law Enforcement CWO specialty. It also announced the decommissioning of its Port Security Specialist class for enlisted sailors, replacing it with a Maritime Enforcement “A” School at the Federal Law Enforcement Training Center in Charleston, South Carolina.
The specialty mark for Port Safety & Security Warrant Officers—a silhouette of a law-enforcement badge centered inside a gold diamond—served as the inspiration for the Maritime Law Enforcement CWO insignia (it features a Coast Guard shield on the badge). It and the Coast Guard shield are embroidered with gold threat on blue serge fabric to match the Service Dress Blue coat (worn with Dinner Dress Blue, Full Dress Blue, and Service Dress Blue uniforms).
Orient the sleeve device so that its bottom edge is parallel to the CWO rank stripe, with the bottom of the Coast Guard shield a quarter-inch from the top of the stripe, then center the device horizontally on the outside of the sleeve and sew into place.
