Based upon the sleeve rank insignia of two-star Rear Admirals (upper half) in the United States Navy and United States Coast Guard, this set of sleeve lacing includes two rolls of lacing 30 inches in length, one 2 inches wide and another 1/4-inch in width. Typically, the highest rank on a Merchant Marine vessel is Captain, with the rank of Commodore reserved for administrative positions. Some newspaper sources have claimed that President George Bush commissioned a former Merchant Mariner, John Brooks, as a Rear Admiral (upper half) in the United States Merchant Marine, but the online version of the San Francisco Chronicle correctly identified the commission as being in the United States Maritime Service, which does have Officers serving in that rank; the confusion arose because the USMS runs the United States Merchant Marine Academy.
