There is is a significant difference between the Male Chief Petty Officer/Enlisted Dinner Dress Blue Jacket (DDBJ) Uniform and the Dinner Dress Blue (DDB) Uniform. As the name implies, the outerwear for the DDBJ is a jacket—a mess jacket, to be precise—while the DDB Uniform calls for a coat (Service Dress Blue). The reason we mention it is that the DDBJ Uniform for CPOs and Enlisted personnel (E1- E-6) is an optional Winter Uniform that may be worn whenever the DDB (also a Winter Uniform) is prescribed for official functions where civilians would wear Black Tie attire.
The DDBJ uniform for male CPOs and Enlisted personnel features almost same construction as the one worn by Officers, with the principal differences being the color of the buttons on the jacket—Officers and CPOs wear gold buttons and a gold elastic or link-chain closure, while personnel in rates E-6 and below where black or silver elastic button and closures—and of course the display of rank insignia. Rank insignia placement on the DDBJ follows the same rules as for the CPO SDB Coat and Enlisted Dress Blue Jumper, with service stripes at the end of the left sleeve and rating badge worn on the left sleeve centered between the shoulder seam and elbow. Other differences between the Enlisted and Officer DDBJ are the color of shirt studs and cuff links (Enlisted wear black or silver, Officers/CPOs gold) and the cummerbund (Enlisted wear a black cummerbund).
