First and Second Class Petty Officers who have entered the Navy Counselor (NC) rating after having spent a goodly portion of their time in another rating have, by their very selection, proven they are thoroughly capable of understanding goals and taking the appropriate steps and utilizing all available resources to achieve them. Even more powerful is the Department of the Navy’s Credentialing Opportunities On-Line, or COOL. Here, Sailors can learn about any potential shortcomings their resume might contain as it relates to finding civilian employment in a field related to their rating. They can also take advantage of vouchers funded by the COOL program that will pay for their credential exams. For instance, the Navy decided to boost interest in the Master-at-Arms (MA) rating by offering civilian credentialing opportunities; in less than five years, more than 18,000 certifications related to security and law-enforcement were earned by Naval men and women.
