The distinctive Combination Cap worn by female Navy Officers (and Chief Warrant Officers), sometimes referred to as a “bucket hat” or “bucket cover,” features an elastic mounting band on which the Officer Cap Device is attached.
Before 2016, female Officers wore this Combination Cap with a variety of white and blue uniforms, including more formal ensembles such as Dinner Dress Blue/White and the Ceremonial Dress. But that year marked the start of a major initiative to make the Navy’s uniforms more “gender neutral,” an idea first put forth by Secretary of the Navy Ray Mabus some three years earlier, and the wear of Female Combination Caps was slated for October.
But the changes were met with unexpected pushback from many female Sailors, particularly from Officers who would be forced to pay for new uniforms and components which they might not really need. In response, the Navy allowed the wear of the Female Combination Cap by Officers until 31 October 2018, after which they must wear Alternate Combination Cover and Unisex Combination Cover.
