The Female Officer Dinner Dress Blue Jacket Uniform (DDBJ) is worn to official functions when civilians would typically wear Black Tie attire. A Winter Uniform, it is prescribable for Officers holding the rank of Lieutenant Commander (O-4) or higher and is an optional wear item for Lieutenants (O-3) and below. Its basic components include the Female Dinner Dress Blue Jacket, a bolero-style jacket with a narrow shawl collar and three 22.5-ligne Navy eagle buttons on each side of the front and no front closure; a white formal shirt worn with Female necktie (also called a necktab); blue formal slacks; black service shoes; gold cuff links and shirt studs; gold cummerbund; and miniature medals. White gloves and the blue overcoat may be prescribed for wear with the DDBJ.
More notable than the prescribable items, however, are the optional components that may be worn instead of the blue formal slacks and black service shoes. Two types of skirt may be worn instead of trousers: the floor-length Blue Formal Skirt (not allowed aboard ship) and the Blue Unbelted Skirt with a length ranging from 1.5 inches above and below the crease behind the knee. And instead of the rather weary-looking black service shoes, Female Officers may either Formal Black Pumps or Plain Black Flats (both with closed heels and toes) made of suede, silk or peau de soie (paduasoy).
