In the Manual of Navy Enlisted Manpower and Personnel Classifications and Occupational Standards (NAVPERS 18068F), the phrase “anti-terrorism” appears just five times—and three of them are found the job descriptions for the Masters-at-Arms (MA) rating.

While Independent Duty Masters-at-Arms necessarily have quite a few tasks associated with Law Enforcement, their primary focus is Security Operations. They are responsible for the analysis, planning, and review of security and anti-terrorism requirements, which entails their cooperation not only with other Naval departments, but also with external agencies.

To establish those security and anti-terrorism requirements, they must analyze intelligence reports, carry out assessments of the vulnerability of installations and ships, assess the capabilities of the security forces at their disposal, and oversee the planning and execution of security-force drills that keep both MAs and other Sailors constantly ready to respond to any threats.

Working in tandem with Independent Duty MAs are Trainer-Planners. They too conduct vulnerability assessment, analyze intelligence, plan and carry out security drills, and determine the capabilities of security and crisis-management required for various activities. Trainer-Planners inspect the command and anti-terrorism plans formed by Independent Duty MAs, and ensure that adequate manpower and equipment is available to meet the contingencies unique to each activity or event.

Both of these types of MAs are eligible to be certified as Antiterrorism Training Supervisors working afloat and at shore installations, and as such they are able to deliver security force training that enables units to carry out all antiterrorism procedures and guarantee force protection readiness.
