  • Awarded for outstanding achievements in the field of civil affairs
  • Members of the Republic of Vietnam Armed Forces (RVNAF) and foreign military personnel or units were eligible
  • Issued in two classes on an individual basis: 1st Class for Officers, 2nd Class for NCOs and enlisted personnel
  • Units were awarded the Republic of Vietnam Meritorious Unit Citation in the colors of the Civil Actions Medal with oak-leaf or palm device and a gold frame
  • The Chief of the Joint General Staff of the RVNAF was the awarding authority
