Established by decree on May 12, 1964
Awarded to instructors and cadres who served in Military Schools and Training Centers
Intended to recognize outstanding professional ability and devotion to duty
Instructors not officially employed by schools or centers were eligible for the award if they completed hourly instruction requirements
Authorized to be awarded to organizations, government officials, civilians, and foreigners who "directly or indirectly contributed to the training of Republic of Vietnam Armed Forces (RVNAF) personnel"
Awarding authority was the Chief of the Joint General Staff, RVNAF
Issued in two classes: First Class for officers, Second Class for NCOs and enlisted personnel
